In April 2026, under the GX Strategic Region program promoted by Japan's Ministry of Economy, Trade and Industry, the "data center cluster" GX Strategic Region proposal jointly drafted by Kagoshima Prefecture, Satsumasendai City, Kai Shin Digital Infrastructure Inc. and Shinetsu Science Industry Co., Ltd. passed the first-stage review, and Kagoshima Prefecture was selected as a promising region.
The GX Strategic Region program is a national scheme designed to concentrate industries with large power demand, such as data centers, in regions with surplus decarbonized power supply, thereby achieving regional GX (green transformation) and industrial promotion at the same time. The proposal was formulated jointly by the prefecture, the city and the operator around the concept of an AI data center cluster centered on Circular Park Kyushu in Satsumasendai City, with the AI data center planned by Kai Shin positioned as its core project.
Passing the first-stage review is an important milestone demonstrating that the plan is consistent with the national GX policy and the policy of regionally distributed data centers. Deliberation is continuing, and Kai Shin, working with Kagoshima Prefecture and Satsumasendai City, will refine the plan for the final review and prepare to make use of GX-related support programs.
