On July 18, 2026, Kai Shin Digital Infrastructure Inc. and Satsumasendai City signed a location agreement for the construction of an AI data center. According to the city's announcement, the plan is to develop in stages one of Japan's largest AI data centers, with a cumulative capacity of 350 megawatts, within Circular Park Kyushu (CPQ), the former Sendai thermal power plant site redeveloped by the Kyushu Electric Power group (1-1 Circular Park).
The planned investment is approximately JPY 850 billion at the 350-megawatt stage. In addition, related investment of approximately JPY 2 trillion — including server installation and maintenance — is expected across the entire Circular Park Kyushu site. According to the Nikkei, part of the facility is scheduled to begin operation in fiscal 2027, with expansion continuing into the early 2030s. Kai Shin is funded by Taiwan's China Development Capital (CDIB Capital Group) and Shinetsu Science Industry (Minato-ku, Tokyo).
Satsumasendai City expects the agreement to promote the location and clustering of information-service and related industries, leading to regional economic revitalization and job creation. The city also positions the project as a key initiative toward realizing "Satsumasendai, the Circular City" and a major step toward selection as a GX Strategic Region, and has stated its intention to accelerate GX. Building on this agreement — which follows the five-party MOU in February and passage of the first-stage GX Strategic Region review in April — Kai Shin will proceed with preparations for an early start of construction and opening.
