On February 12, 2026, five parties — Satsumasendai City, Kagoshima Prefecture, Kai Shin Digital Infrastructure Inc., Circular Park Kyushu Co., Ltd. and Kyushu Electric Power Co., Inc. — signed the "Memorandum of Understanding on the Early Opening of AI Data Centers" concerning the AI data center cluster that Kai Shin plans to open in Satsumasendai City.
Under the MOU, the parties agree to the plan to open an AI data center cluster within Circular Park Kyushu and its surrounding area under the principles of the circular economy, and confirm that the five parties will cooperate in good faith, in coordination with one another, so that the opening proceeds smoothly and at an early date. A framework in which the host municipality, the prefecture, the site provider and the electric utility support Kai Shin as the project owner has thus been formally established.
The MOU is a basic agreement that does not include figures for investment or scale. Following the announcement of the preparatory company in September 2025 and the establishment of Kai Shin in January 2026, it marks a milestone on the path to an early opening.
